Wine is changing from the minute you open it. It does not last more than 48 hours without being preserved and even then only will last another 7 days. What you probably now have is a bottle of vinegar or sherry.

If it's open, yes. Only keep wine for about a week (or even less) after opening a bottle. Otherwise, unopened-go for it!!

Port is quite unusual for a wine (it is fortified) as although it is best drunk soon after opening, it will not actually taste that bad even if its quite old. If it has been open for a year, then it will not be very good, but it will still probably be drinkable, certainly it will be safe, so you should try it and see what you think. Normal wines, red, white, sparkling, and so on, should certainly be drunk within a day or two of opening.
